La crise migratoire actuelle nécessite non seulement une réponse cohérente mais aussi une politique cohérente d’intégration. Il fut un temps où l’Europe était capable de donner l’exemple. L’Union européenne, lorsqu’elle a mis en place son projet d’intégration, avait l’intention de surmonter la pensée nationaliste en présentant un avenir et un bien être commun. Cela risque maintenant de changer, car l’« homo nationalis » est amené à croire qu’aucune sécurité ne peut être garantie dans un destin commun. Le « Brexit » exerce une pression supplémentaire et complique encore la possibilité de trouver une solution à une crise qui exige le leadership de Bruxelles ainsi que des pays qui sont le plus immédiatement concernés. Les sociétés développées peuvent-elles apprendre les unes des autres ? Dans cet ouvrage, l’Association canadienne des réfugiés et des migrations forcées et la Chaire Jean Monnet en droit de l’Union européenne (Université de Montréal) s’unissent pour éclairer un phénomène important mais controversé : l’immigration et l’intégration des migrants dans les sociétés développées comme l’Amérique du Nord et l’Union européenne.
A consistent answer to an important migratory crisis needs a coherent policy on integration. Once upon a time, Europe was able to lead by example. The European Union, when it embarked upon its project of integration, was intent on overcoming nationalistic thinking by presenting a common future and a common good. This now threatens to change, as ‘homo nationalis’ is led to believe that no security can be guaranteed in a common destiny at all. ‘Brexit’ puts a downward pressure on the possibility to fi nd a solution to a crisis which requires leadership from Brussels as well as from the countries who are most immediately concerned. Can developed societies learn from each other? In this book the Canadian Association of Refugee and Forced Migration Studies and the Chaire Jean Monnet in European Law (Université de Montréal) join e orts to shed more light on an important, but controversial phenomenon: immigration and integration of foreigners in developed societies such as North America and the European Union.
